So, I have 4x 8GB sticks of RAM on my Sabertooth X58.

I open CPU-Z, and the program correctly detects and identifies all 4 sticks, along with SPD data.

However, the motherboard only reports 16gb available.

This happened on my Sabertooth Z77 board as well.

No, there are no bent CPU pins.

This happens whether overclocked or not.

When using 4x 4gb sticks all 4 are properly identified and active.

Do I need to update the BIOS?

Intel Xeon X5650, 4.5Ghz

16gb Avexir Core 1600 CL11

16GB G.Skill Ares 1600 CL11, 2133 CL9 XMP

Happens on my E5620 and my W5580 too.

All sticks work.

Solution
Well, before assuming if it's damaged. Try this:
Now that it recognizes all 32Gb of your RAM. Try running it an a non-overcloked speed and see if that works without you having to set it every reboot.
Yes, first of all, remove two sticks and keep either the Avexir or G.Skill. go into Bios, set RAM to 1333Mhz (because I think 1600Mhz is an OC speed for DDR3). Once this is done, update your BIOS.

Next, insert the other 2 sticks and jump into your Bios settings. Here you will do 3 things:
1. Set speed to 1600Mhz
2. You need to set the same timings for all the RAM sticks. You will need to set it to the slower timings of the two types.
3. Set voltage for RAM to 1.5v (I think this is the right voltage for DDR3 sticks although check on Avexir/G.Skill's website).

In case you don't know. Timings look like this:
16-15-15-15-36 (higher numbers = slower)

That should solve your problem

Okay, I noticed that when I am in the BIOS and I press the MemOK! Button, it successfully shows all 32gb and when I boot into Windows immediately afterwards all 32gb shows up.

WTF, Asus?

Well there you go. Is it all running at the proper speed?

I have to do that every reboot though. And yes it runs at my selected 1600mhz but if I reboot I have to press the MemOK! button every time, and that resets my overclock as well.

It's stupid.

Both have already been tried and done.

Does X58 only support a certain amount of memory per channel?

Like I said, the same thing happened on my Sabertooth Z77, and this is a Sabertooth board as well.

Maybe the IMC is damaged?
