RAM filling up with unused data

This happend when i switched to Windows 10. Ive used multiple different motherboards with this set of RAM sticks but i always have this Problem when my C Drive is almost full.
The Process is slow when i dont do anything but it still fills up. Its the fastest when i download something or play a game.
Heres my Task manager:

ive heard that windows fills up the RAM with temporary data because it thinks my Drive cant handle it anymore.

Its 16gb ddr3 2133mhz from gskill
On a gigabyte z97 soc force Board but switching Mainboard or any component doesnt Chance the out come i also have done a malware scan with multiple Different Programms and checked of the RAM is ok everything is normal except for this problem
I only come to Forums if there is no other way
