RAM fills up until reaches 99%

Hello. As the title says, after downloading files (About 5-10Gb) or using the computer for a long period of time the RAM fills up to 95-100% and the computer in result is unusable and I am forced to restart it in order for the RAM clear up.

Here's a few pics I managed to get after I noticed the slowdown and stuttering of the computer.

The highest was taking only 78 Mb which is far away from 8Gb

I was downloading skyrim mods when this occured and the pictures were taken. This has happened before multiple times when for example I was downloading from steam. First time I noticed this happen is when I left my computer to download GTA V for the night and in the morning the computer had crashed and was stuck on a black screen.

Specs:
Memory: Kingston 8GB(2x4GB) HyperX Fury DDR4 2133 MHz, CL14
Processor: Intel Skylake i5-6500, LGA1151, 3,2GHz
Mobo: AsRock Fatal1ty B150 Gaming K4
OS: Windows 10 home 64-bit, Finnish
GPU: Asus ROG STRIX AMD Radeon RX 480 OC, 8GB

Things i've tried:
Malwarebytes scan (After Restart)
Manually emptying sets with RamMap (When RAM is full)
Some fix having to do with tips from Windows
CCleaner (When RAM is full)
Using my ASUS GPU Tweak II's ability to clear memory (After Restart, Surprisingly cleared 400Mb's of memory but I don't believe it fixed anything. Also closes down many programs that are recognized as not useful during gaming such as anti-virus. Will see if the closing down of 20+ programs according to it help)
Updated drivers through device manager





 
you have a few chrome process on also you run i n the same time the steam app with this a nexus client,adding loot .exe and gpu tweak with steamwebhelper and some others below that i dont see so you could stop some of them if you dont use them load gary utilities and see what goes on at start up and disable the one you dont need that should reduce memory usage .
 
1st: Chrome is supposed to work like that. It runs all the plugins as separate.
2nd: This still happens whenever I download big files and has basically nothing to with Loot.exe or Asus software. It must be that Windows 10 is broken or something else.
3rd: Closing down steam is a no no and you should know that if you game.
4nd: Happened today again with steam downloading a game update. Once again I noticed that the computer was getting a little stuttery after a while of downloading and everything loaded slow.
5th: Didn't happen with my old computer and that piece of junk had older and slower ram and a fricking APU and happened to have million times more stuff installed/running.

Still don't know what this is. IT HAPPENS EVERYTIME I DOWNLOAD BIG FILES OR A BUNCH OF SMALLER ONES. THERE'S NO EXCEPTIONS IN THE LIST OF PROGRAMS THAT DO THIS. Examples. Chrome, Steam, Nexus Mod Manager, uTorrent, Origin. This computer has been doing since the beginning of it's life which has been very short. It really annoying to reboot after 10 Gigs and then download another 10, reboot and repeat.
I believe it's an issue with Windows 10. As no application according to task manager use that much really. I think it almost like stacks the downloaded files into the ram and never clears the ram or flushes or whatever.
And I infact have checked the task manager and use every application that is in there.
