You're going to be fine with either, so long as it's a DDR4-3200MHz dual channel ram kit. What board are you pairing the CPU and ram with?

Frequency wise, yes, Ryzen is happiest with that speed. Amount wise, that depends what you are doing with computer. Things like graphics and media may consume a lot of RAM, games unless streaming will be quite content with 16 GB.

16GB of 3200 RAM is a perfect match for gaming in 2019.
I have that configuration and Battlefield V has only ever peaked the system usage at 10GB.
