RAM for gaming ?

I want to buy 16 GB RAM, 2x8 stick.

DDR3 or DD4 is really mattered?

What about the Mhz, 2400 is good or need more?

And which CL is good?

Motherboards only support ddr 3 or ddr4 you can't pick at choose like that.

A system is either DDR3 or DDR4. You can't pick which one, you have to use what your system allow.

Speed also will be dictated by DDR3, DDR4, Intel, or AMD.

I know only the CPU: R7 2700X and the GPU: RTX 2070. No motherboard is chosen yet.

The 2700x requires a x470 or b450 motherboard and will require ddr4 you can't pick based on ram

Your only choice in that build will be DDR4.
Get fast RAM 3000 not 2400. Ryzen does better with fast RAM.
Also, get a kit- 2x4 or 2x8 you want it to run in dual channel as it will give you better performance.
