RAM frequency + motherboard compatibility

A layman question: If a motherboard supports, for example:

DDR4 3200 (O.C.) / 2933 (O.C.) / 2667 / 2400 / 2133

and I install a 3200MHz memory, what exactly needs to be overclocked here and how, in order to achieve the stated frequency?

I'm asking because I'm thinking of pairing up a new Ryzen 5 (when it comes out) with a B350 motherboard in a new build. I've read that RAM frequency matters to those CPUs, and the price difference between 2400MHz and 3200MHz is fairly small, so I wonder if it's worth it.

You'll need to enable the OC'd RAM speeds, usually works with XMP in the BIOS.

It won't decrease the lifespan of anything by any notable amount.
