Ram Frequency Question

So recently bought some ddr3 ram the other day and its the g skill 8gb 4x2 1600mhz
i loaded xmp profile 1.2 and its getting clocked at 800-900mhz is it because 800+800= 1600mhz?

DDR transmits data on both the rising and falling edges of the clock cycle. CPU-Z and other programs list RAM at it's actual speed. Since it's DDR ( double data rate ) you double the actual speed to get the effective speed. RAM is marketed and sold by its effective speed rating.

It isn't because its two sticks. It is the technology involved. DDR = Double Data Rate. It runs at 800Mhz but is effectively 1600Mhz because twice the data is sent per clock tick. It is a simple yet ingenious solution to increase memory bandwidth without increasing the frequency.
