Solution
DDR = Double Data Rate.

So, what CPU-Z is showing you should be doubled to see your "true" speeds.
1499.1MHz x2 = 2998.20Mhz aka 3000MHz.
Would someone kindly explain at what frequency my RAM is running?
It is running at 2998.2Mhz (2x1499.1) single channel mode.
If you have single ram module, then it's ok. But if you have 2 modules, then they are in wrong slots.
Also Command rate is wrong for 1 or 2 module configuration. 2T command rate is necessary for 4 module config. With 1 or 2 module config you use 1T command rate.

I see. I only have 1 RAM and there are only 2 slots on my mobo. so How do I fix this?
