Question RAM has 3600MHz but running on 2933

Hello, I just bought a set of CORSAIR Vengeance LPX DDR4 64GB (32 x 2) 3600MHz RAM. But the speed is running on 2933MHz.

I had another (single stick) Corsair platinum dominator 16GB 3000MHz. But it seems like when I use both the dominator and Vengeance this one was noted 'hardware reserved'. I tried to change the frequency to both 3600 and 3733 whether with or w/o the dominator one plugged in. But the PC won't start. I also tried the default setting for 3733MHz, which was prewritten to the motherboard. Still doesn't work.

Motherboard: ASUS MAXIMUS IX HERO (BIOS up to date)
CPU: Intel i7-7700k

Everything above 2400mhz is overclocking and is not guarantied.
Running 3000mhz ram at 3600/3733 is probably not going to work.

Remove dominator module, enable xmp and run vengeance at 3600mhz.
If still no luck, reduce frequency and try again - to 3400, 3200, 3000mhz.
If still no luck, try increasing dram voltage slightly. Do not go over 1.35V.

Is it just for 7700k? Does it have anything to do with the DRAM timing? I saw plenty of discussions online are about the timing, which I know nothing about. Thanks for the advice! :)

For some reason this dude, Alva Jonathan, 2008 overclocking champion managed to get a pair of Vgen DDR4 16gb 2666mhz modules up to 3733mhz by XMP.
