ram, higher mhz vs lower latency?

which is best lower latency ram thats 1866mhz latency 9 or higher mhz with higher latency

Depends on the CPU, but most recent CPUs do better with speed.

cpu is a10 7850 but im not using it as a apu ive added a graphics card and may well want ram for a new build using different cpu

Then consider the Radeon branded memory. There is a DDR3-2400 kit with more relaxed timings (CL11) that is specifically produced for that APU.

you mean this one right?
so for this apu even with gpu part disabled i should not get low cl because it will struggle ? any info on why would really help

It's a combination of the two - low CL and high freq, i.e. a 1866/8 set will outperform a 2133/11 set and many 2133/10 sets - basically to look for performance DRAM look to

1600/7 1866/8 2133/9 2400/10 2666/11 if you find any with a better CL at the given freq - that's even better, but at the same time seldom want to waste time looking at sticks that have a CL of 2 higher than matched up above

Performance tuning RAM is the most difficult aspect of overclocking. So, unless you are willing to put in the hours of learning, testing, trial and error, I'd say that kit you linked is the way to go.
