Ram in bios shows 4100 or (4000 more stable) mhz however cpu-z shows 2000mhz

Ram in bios shows 4100 or (4000 more stable) mhz however cpu-z shows 2000mhz where I did wrong ? is it normal for cpuz to show 2000mhz ?

How can I match 4133 in cpu-x ?

If I change to 19-25-25-45 computer doesn't boot stuck black screen therefore I had to change settings to 19-23-23-45
 
Solution
This is because CPU-Z shows non-DDR speeds. DDR stands for Double Data Rate hence 2000 MHz in CPU-Z = 4000 MHz actual speed. For example, my 3600 MHz kit appears as 1800 MHz in CPU-Z. Hope this helps! :)
