[SOLVED] Ram is 3200mhz but seems to me locked at 1067mhz?

Hello, I ran a user benchmark and this is what it showed me :

16GB DIMM DDR4 2133 MHz clocked @ 1067 MHz
Performing way below expectations (17th percentile

I tried clocking it back to 3200 in the bios but it wouldn't boot, or show display so I had to remove the battery.

Any thoughts on what to do?

I used my motherboards built in suggestions I forget what they called them. Should I have set it to 1600 now that I read that it should be half?

DDR4-3200 = 1600MHZ.
