[SOLVED] RAM is shared with CPU on PC

So my friend bought a new pc, these are the specs:

MSI VENTUS 3X RTX 3060 12GB GDDR6
AMD Ryzen 5 4650G
MSI MAG A520
16GB DDR4 RAM

Now in my windows settings, I can see that I can only use 13.9GB of 16GB RAM.
How can I make the PC gain full use of the 16GB? I searched online and all I could find is how to change it but for laptops, however I don't know if it the same method or not.

Well, on my PC I have full control of my 16GB RAM(in other words, when I open my windows specifications it just shows up as 16GB ram). And yes my friend at first accidentally plugged in the HDMI port into the motherboard instead of the RTX 3060, but when I've noticed this I turned the PC off, and changed it immediately to the RTX 3060 HDMI port.
And concerning the turning it off in the BIOS part, do you have a tutorial for that for my friend's motherboard because I really don't know where to search in the BIOS.

Go in the BIOS.
  1. Navigate to Settings > Advanced tab.
  2. Navigate to Integrated Graphics Configuration.
  3. Set Initiate Graphic Adapter to PEG.
  4. Set Multi-Monitor to Disabled.

Is your monitor plugged on the RTX 3060? Deactivate the integrated graphics from the 4650G in the BIOS.

Isn't that 2.1GB of RAM just the RAM used by the OS? You don't have 16GB of RAM free when you're in the OS. It's 16 minus what Windows is taking.

Okay, I know that I won't be able to use the 16gb, but still I don't want a portion of the 16 to be used as integrated graphics when my friend has an RTX.
