Question RAM issue

Hey, so my Laptop supposedly has 12GB of ram, says it on the spec sheet, and in all of the PCs settings etc.. but when i open Lightroom+Photoshop together, RAM usage quicky reaches to 4GB and my laptop gives me an error message "Not enough RAM to perform action" and just black screens. At 4GB ram. Why.

what the laptop model?
32bit or 64bit os?
memory test the ram?

The laptop is 64bit, how do i go by testing the ram?
