RAM issues with ASUS z170-P D3

Motherboard: ASUS Z170-P D3
Graphics Card Powercolor: Powercolor Radeon 7850 (2GB)
CPU: Intel i5-6600k
Memory: (2x) GSkill Ripjaws F3-12800CL9D-8GBXL DDR3 (16GB Total)

My problem:
Computer will not boot if all 4 RAM slots are being used. For whatever reason it will
only let me use 2 slots of the 4. If I insert all 4 slots with my RAM, it will never boot. It will constantly idle.

My computer will only run if the RAM is in slots DIMM B1 and DIMM B2. These are the ones that are facing away from the processors. I have made sure that all that all RAM I have is compatible and works fine. This is purely an issue with the motherboard. I have tried checking my timings in BIOS and made sure that all of them are properly set. Any ideas what could be causing this? I am a bit upset because I can only currently use 8 out of 16 gigs of ram.

Apologies for delay in response. Been quite busy with other matters.

If all tests/inspections were done as suggested previously, and it is certain that there are no other causes for memory issues in slots A1 and A2, then the motherboard (memory slots A1 and A2) would appear to be faulty. It seems a new motherboard will be required if wanting to use either or both memory slots A1 and A2.
Clear CMOS.

Check that the memory slots A1 and A2 are free from dust, dirt, debris etc. And make sure all slot contacts are not dirty nor damaged.

Remove CPU and check that the CPU and socket has no damaged, bent, missing pins/pads. Also ensure that there is no dust, dirt, thermal paste, nor debris on or amongst the pins/pads.

Ensure CPU is mounted carefully and evenly, misalignment/tilting might cause lose of contact of some pins.
