I have checked my ram latency on CPU-Z and i have gotten something like this:
"JEDEC 8,9,10,11"
"Frequency: 1066 on all JEDEC"
Now my main question is
What is my latency?? it shows
"16.0,17.0,18.0,19.0"
while ras to cas is all 15
my ram is crucial 4gbx2 2133MHZ DDR4, part number: CT4G4DFS8213.C8FDD2

Look at the info under memory tab, that will tell you your current memory speed and latency.
15 CAS latency and 1063-1064 DRAM frequency im pretty sure my ram is going behind what its supposed to be running the 1066
Now i wanted to buy new ram that is 19 cas latency and 2666mhz and its gonna be 16gb over the 8gb that i have right now is this a good upgrade?

15 cas latencey is pretty quick and the reported 1063-1064 frequency is just 2128mhz instead of 2133mhz. What is the rest of your pc system parts?

Is it worth changing my current ram to a kit of 16gb 2x8 2666mhz cas latency 19

my ram is crucial 4gbx2 2133MHZ DDR4, part number: CT4G4DFS8213.C8FDD2
My pc specs are (if someone needs that):
CPU: Intel Core I5-10400
Gpu: Gigabyte Nvidia GTX 1650
OS: Windows 10 pro 21H1

Only you can tell if your using all the ram you have now.

If you are then going to a 2x8GB kit will give a bump.
