RAM maxing out for no reason

Hey everyone,
I recently upgraded from windows 7 to windows 8.1 and shortly after upgrading I noticed my 8GB RAM would jump to 95%-100% usage for no reason. I can shut down all programs and it stays in that range. I've checked my processes and there's nothing that is jumping out as causing the problem. I've mainly noticed it when gaming, and if I do a reboot it goes back to working fine for a little while but will eventually max out again.

I'm using Corsair Vengeance 2x 4GB (1600MHz 1.5v ver8.16)

Any tips?

Follow the instuctions:
Go to start,
Type in msconfig, press enter,
go to the 'boot' tab,
then press advanced options. make sure the 'maximum memory' is unchecked.

If it already is unchecked, you've got a outdated driver, a virus or a hardware problem.
