RAM Memory (16gb RAM max - usable only 7.98)

Hello there. I need some help around RAM memory missing after reinstalling windows home premium 64-bit. I had max memory before reinstalling windows. I checked every RAM if its working (1 by 1) and they worked. I don't know what to do. Is it possible that sockets on mother board are not working (would it show Memory installed 16GB if they are not working)?

¤ PC Specs:
- GPU: Gainward GTX 960 4GB Phantom
- CPU: AMD FX 8350 4.0 GHz - Eight Core
- RAM: 16 GB - G.SKILL Ripjaws (4GB + 4GB + 4GB + 4GB)
- Motherboard: Asus M5A78L-M USB3
- HDD: 500 GB WDC
- SSD: 120 GB Kingstone
- PSU: 400W (I know that I need batter one)

Yes, you just need to be VERY gentle and push them back into shape. If they are broken however you're screwed.

Now that said, if you are 100% sure this issue did not show up before, and the ONLY thing you did was re-install windows, this is probably not the issue. Did you try the other things I suggested first, besides the BIOS? In the Bios you may need to look under AiTweaker.
Just to confirm prior to this you had windows installed on this exact system and had no problem seeing all 16gb of ram in there and it had no note about only 7.98 usable correct?

Theres a bunch of things that could cause this, You need to work through the following:

1. All Ram is seated in the slots completely. Pop it out, push it back in, make sure its solidly engaged and clipped in
2. Bent pins on CPU (unlikely because it worked before, I would not check for this until last because of that)
3. in BIOS memory settings turn on or enable memory remap if available
4. Go to Run in windows, run "msconfig" click on "boot" then "Advanced" make sure "number of processors" is unchecked and "maximum memory" is unchecked.
 


Before I reinstalled windows I had normal 16 GB ram memory (03.19.2016) and after installing fresh windows I still had 16. But today I was playing Tom Clancy's The Division and I had 30 fps for some reason (usually 60 FPS). I checked my CPU and GPU temp. They were normal, then I went to check my RAM Memory. How do I find that in BIOS
 


Advanced then uncore configuration, then enable memory remap. Or under Ai Tweak, memory configuration memory hole remap.

Have you made any changes to the memory or done any overclocking otherwise?
