RAM memory at 20% usage

I have a Asus Rog Gl751jt
specs are

CPU : i7-4720hq 2.6ghz
RAM: 16GB
GPU: GTX 970M
HDD:1TB

On task manager 20% is being used when I have nothing running. I understand some RAM is reserved for the system but I never seen 20% being used with nothing running. Is there a program that comes installed with windows 10 to diagnose and resolve the problem?

Is this normal?

Is it really a problem? Most high end games won't use more than 8 to 12 GB of RAM anyway. Right now with all my background processes going on Windows 10 I have 3.8GB being used, around 23% and it is no problem at all. I have never maxed out my 16GB of RAM. Ever.
Unless you show what exactly is running on your system, you can't just say that you have a problem as we'd have no idea what your typical system RAM usage is like. Also, that 20% is a paltry 3.2GB. Are you needing to free more memory for something you're trying to run, or are you just obsessing over the numbers?

Their nothing wrong I'm using 19% of my 16GB right now with only this page open.
 
You need to look at what's using your memory to decide if it's not being used correctly. Since Vista, Windows has taken the stance that unused memory is wasted memory and caches a lot more data in memory, quickly releasing the cached data if other programs need the memory.
