Question RAM memory capped / low memory bug- urgent help needed

Hi all,

Recently my friend starting experiencing issues with launching games,
we saw that the RAM memory was being capped in task manager and cpu-z while the BIOS was displaying the correct number.
RAM we used: Corsair Vengeance RGB Pro 16GB (2x8GB) DDR4 (3000mhz or 3200mhz)
Long story short we ended getting new RAM to see if that was the issue.
New RAM: G.Skill Trident Z Neo Series 32GB (2 x 16GB) 288-Pin SDRAM PC4-28800 DDR4 3600

But the same issue kept happening,

The motherboard MSI tomahawk B350 displays in the BIOS 3200mhz (Which is the highest this mobo supports)
And after you boot the pc you can see it's being capped at 1066/1666mhz
XMP is enabled,

Not able to run GTA FiveM, CoD, Forza,..
Splitgate works.

DDR stands for Dual Data Rate which means that you have to multiply by 2 for real, effective frequency. Windows and most programs show only half.

True that, but 1066x2 still doesn’t come nearly to the needed speed. But if the BIOS says ‘X’ speed does it mean it’s 100% running at ‘X’ speed?
How does it explain the low memory crash while starting the games?


I am not sure where to get started..
