Ram not running on manufacture speed

I have corsair vengeance pro 8gb kit and i cant get the ram to run at 2400 mhz.

My system specs:
Cpu: fx 8350
Mb: ga-990fxa-ud3
Ram: Corsair vengeance pro 2x4 2400mhz
Gpu: Asus GTX 680

I have had the ram running at 2133 (I think max on 8350) then installed windows 10 64 bit and ram will only run at 1875mhz.If anyone could help it would me much appreciated, I would also like to learn more about how to set ram timings in gigabyte bios.
 


In gigabyte bios i changed memory multiplier to 10.66 (2133mhz) and it failed to boot and reset memory down to 1340mhz. What should i do to fix this problem? (Highest bootable with windows 10 is 1875 mhz 9.33 multiplier)
 


In windows 7 ultimate I had achieved ram running at 2133 at 1.65 volts w/ out messing with the timings. Could windows 10 be stopping my ram from achieving 2133? (was using same setup just wiped ssd and installed windows 10 64)
 


How fast can your ram run on your amd rig? Also do you know anything about navigating gigabyte bios for ram timings? not used to it.
 


I only have one xmp profile to try to use and it tryed to run at 2133 but it wont boot. What timings did you run to use 2400 on an fx cpu?
 


Whats interesting is my ssd boot is 10 seconds longer on 1875mhz rather than 1333. and will there be any performance hit going from 2133 to 1866?
