So I have a Dell inspiron 560 which comes with a 300 watt psu and newegg told me that i could use Adata 8 gig ddr3 1600 which my current ram is ddr3 so i don't know what to do. if i remove my cmos battery will that reset my bios and allow my voltage to be allocated to the memory??

I don't get exactly what your problem is, but have you tried to plug in the RAM stick and see what happen?
You said that you got 8GB Adata DDR3 1600.
Have you checked your MOBO compatibility with 1600MHz RAM?
Is it a single 8GB stick or 2x 4GBsticks?
what is your current RAM specs?

You can't mix your old RAM and new RAM together. Let's say you have 2GB DDR3 1333MHz stick plugged in and you want to add single Adata 8GB 1600MHz stick, you can't

And for the record, people are having many problems with Adata RAMs. My friend bought Adata 2x 4GB RAM sticks and he went thru many troubles just to get it to work

I have 3, 1gig sticks (i had 4gigs but one stopped working)
I did plug the ram in, nothing happened, i have 4gb x 2 xpg adata memory.

i found the problem this is the specs of my mobo support Memory Type: DDR3 PC3-10600, DDR3 (non-ECC)
Maximum Memory: 8GB
Currently Installed Memory: 3GB
Total Memory Slots: 4
Available Memory Slots: 1

my ram is pc3-12800 so since it needs 10600 im guessing that is the problem?

Try plugging in your 2x 4GB Adata RAM sticks without your old ones first. If it still doesn't work, Then maybe that is the problem.
You can't plug PC3-12800 to PC3-10600

Actually you can use faster RAM, however it will be automatically slow down to 1333 speed. But Adata is the question.

It is widely known that Crucial is almost 100% compatible with Dell, Corsair is very close to Crucial in compatibility, the rest is 50/50. Also, your new RAM timing must be the same as the original one! No fancy timing here!
