Ram only operating at 533mhz

My ram is only operating at 533mhz even though it is 1066mhz ram. I can not change this because I have dell optiplex 780 bios. Can someone please help me figure this out?

No, DDR stands for Double Data Rate.
533 is 50% of 1066.
Depending on how the reading is doing the math, sometimes it comes up as less than what the advertised speed. (bigger numbers sell better, like HDD size spaces)

Okay, I have 8gb of ram and it is never all taken up and my pc constantly has apps crash and is saying how i am out of memory/ram. How do i fix that?

That could be from any number of reasons.
How do you know it's not all taken up?
How do you know it's not the specific program that has the memory issue?
You could have a virus or two or two-thousand.

There's a huge checklist of things, you might want to start doing some research of your own until you can narrow it down to something specific.
