Question RAM only uses 8 gb of 16 gb installed, installing in slots 2 and 4 boot loops

Happened since I got new motherboard. Installing in 1 and 3 works but 8 gb usage shows on windows system and task manager. installing in 2 and 4 causes boot loops without anything showing on the monitor (10 seconds running and then restarts)

2x8 ddr4 2133mhz sticks
asrock b450m pro4
ryzen 5 1600
nvidia 2060 rtx
windows 10 home 64 bit

Have you tried each stick by itself to make sure they both work?

yes they both do and when it runs it goes normally. Also there is less than 100 mb hardware reserved when i use each individual stick but together it goes to 8.1 gb hardware reserved and 8 gb in use. the memory usage also seems like its way higher than whats actually being used. Chrome + a few background processes (no other apps open) takes upwards of 5gb ram memory usage
