RAM or Mobo faulty?

This is my first build and when I turn my comp on all fans turn on but it never finishes. First I got beeps indicating no RAM, so I reseated it and that went away. However, then it beeped that there was faulty hardware and Boot Device LED stayed on. I decided to go through the "PREFORM THESE STEPS" sticky and got all the way to number 6. While cycling through the RAM I put them in slot A2. For stick 1-3 MemOK LED light stays red and I get 1 continuous beep and two short beeps indicating memory not detected. For stick 4 the MemOK LED light stays red but there is no beeps. I am a noob and have no clue what this means. Why will it move on with 4 sticks in but not 1?
