So my question is if i upgarde Ram to 4gb more it is good ???
Or
If i use SSD Samsung 850 250gb ??

What will be good ??

Solution

Correct, it may improve loading times of assets within a 'level' which may cause a slow down, but you are short of ram.

Tomb raider does not run well with only 4gb of ram 8gb will be a massive improvement over your current status.

Rise Of the Tomb Raider can be a very demanding game on systems, especially if you crank up the graphics settings and resolution. It's actually one of the most demanding games out there now.

More memory will make a difference, 8 GB is better than 4 GB, you MB will take 16 GB of memory.

Rise of the Tomb Raider Minimum System Requirements

Operating System: Windows 7 64bit
CPU(Processor): Intel Core i3-2100 or AMD equivalent
RAM(Memory): 6 GB RAM
GPU(Graphics): NVIDIA GTX 650 2GB or AMD HD7770 2GB
DirectX: Version 11
Storage: 25 GB available space

Rise of the Tomb Raider Recommended System Requirements

Operating System: Windows 10 64 bit
CPU(Processor): Intel Core i7-3770K
RAM(Memory): 8 GB RAM
GPU(Graphics): NVIDIA GTX 980Ti 2560×1440 or NVIDIA GTX 970 1920×1080
DirectX: Version 11
Storage: 25 GB available space

so ssd will only improve loading
