[SOLVED] RAM overclock stable in Windows but unstable in BIOS/Memtest86 ?

I am in the process of overclocking RAM on my new PC. I am using 4 sticks of Patriot 8GB 4400 CL19 B Die (PVS416G440C9K) which I believe is fairly high quality memory.

I have tried two separate manual OC's at 3600 with 1800 FCLK, from the DRAM calculator (see attached photos for all timings): One on the preset data, and one on my actual data imported from Thaiphoon Burner. I have tried all alternate timings for the buses. They all yield the same results (detailed later), even when upping voltage to 1.45V+ and 1100mV SOC to ensure stability (with an extra fan over the dims).

The system is completely stable when in Windows. It passes all stress tests inside Windows (TM5, Memtest, Linx, Prime95) with no errors. For daily use once in Windows it seems rock solid.
However, the BIOS is freezing while changing settings. Sometimes it freezes on BIOS splash screen while booting too.
I tried Memtest86 (UEFI). It yields hundreds, sometimes thousands of errors. I tried Memtest86 both with single core and all core, both failed.
Memtest86 records no errors at all when the ram is run at BIOS defaults (2133), so I don't believe there is a hardware fault at play here.

I have tried loosening a few subtimings and procODT, with no success.

TLDR: PC is stable in Windows, passes all benchmarks/stress tests within Windows. Unstable in BIOS (freezing), fails Memtest86 UEFI with many errors.

Any help is greatly appreciated.
