I have gigabyte b450 aorus elite motherboard with ryzen 5 3600. Is it ok to overclock my ram to 3200 mhz or will it effect the life of the ram.

depends on the stock speed of the RAM. do not expect 2100 to get running at 3200, 2666 MIGHT get there.
I suggest getting the target speed RAM. want 3200, get 3200. you will still be overclocking the memory controller (Located in the CPU) and the motherboard has Overclocking Profiles to aid in getting faster memory to run.
overclocking does minor damage overtime, overclocking and heat does far more. transistors are just tiny switches and switches break down eventually.
