Ram percentage 60-65%, Windows warning me of low memory and crashing, 35% of ram not being used, pls help

UPDATE: So i've noticed that i'm actually at 80% ram usuage right now with a game running and not having any issues,the game is using 900-1g of memory. Now if i boot up a different game that uses 1.5-2 gigs of ram, windows will give me a low memory warning...any tips for this? This seems to ONLY happen when i have a game running more than 1.5 gigs of memory.

So i've had the same ram for about 4 years now.
My specs are:

Windows 10
i7 4970k @ 4.6GHz
2x GTX 970
EVGA supernova 1300 watt psu
8gb of ripjaws ram (2x4gb)
Gigabyte z97x-Gaming 7 mother board
250 gb samsung 850 ssd
(1 tb harddrive recently failed on me. i started to have issues with my computer ever since this happened)

So basically my computer just stopped working and it wasn't until i removed my hard drive from my computer and installed everything i had completely on the ssd that i got back control of my computer. But now when i start my computer, it takes a while for the motherboard stuff to show up, and even when it shows up....it takes a long ass time to get to windows....on a brand new ssd. So i reinstalled windows compleletly remember, so i don't think it's a virus issue. So i decided not to act on the slow loading bc whatever.

So i started gaming again, and now whenever i run into a game that uses 1.5-2 gigs of ram, not vram, but ram itself...it crashes. I get that windows warning of low memory when it crashes, but the system is only using 50% maybe 60% of my ram when it crashes (4-5 gigs). I think it's a ram hardware issue? idk, but i just want to make sure that it is 100% a RAM hardware issue before i go and buy a different set of ram. If there is anything software-ish that you guys think would help....please comment and save my computer and gaming life lmao.
 
So i've been looking up on the internet, and i've seen websites talking about symptoms of a bad RAM stick such as causing degeneration in my hard drive, crashes, blue screens. So i'm pretty sure it's a bad RAM stick, if you guys agree or disagree with me, it'd be great to know. I'll be buying a new set of ram tomorrow.
