RAM Problem help

I have 4 GB RAM installed and in system prop look like 4 GB RAM (2,99 usable) Please help me !!
I have I3-540 3.07
AMD SAPPHIRE R7 260X OC
and motherboard msi h55m-e23

x32 OS?
a x32 OS cant support more than 3GB as i recall
see if your cpu support x64 bit OS and if it does go for it
Also have in mind that you have 4GB installed but your OS reserve some for itself

x64 i have windows 7 ultimate and my cpu support x64

Like I said... your Windows reserve some for itself
click start button and type msinfo32
you can see the INSTALLED physical memory and AVAILABLE memory
while 1st one is the total memory you have by sticks the second is the actual ram you can use AFTER your OS and backgroud processes eat up their share
