Question RAM running at 3466mhz despite being set manually to 3600mhz - same happens when set to XMP

Specs:
Motherboard: Z390 Aorus Pro (f12k latest version)
CPU: I9 9900k 4.9ghz/1.35
RAM: Klevv Bolt X (16gb x 2) ddr4-3600mhz xmp 2.0 - 3600/1.35
GPU: RX 570 (boy the 3080 shortage sucks:)
Power supply: 1050w

As the title states my ram is running at 3466 despite being set to 3600. The problem is the same with XMP enabled which is also targeting 3600. The DRAM voltage is manually set to 1.35 but my RAM only runs at 3466 (1733).
The ram does work at 3500mhz.
I've not tried playing with any voltage other than dram voltage - upping to 1.4 did not resolve the problem. I also set the official recommended timings manually to no avail.https://www.klevv.com/ken/products_details/memory/Klevv_BoltX

Here's the spd tab you requested and I'll include an image of a chart from Thaiphoon (absolutely no idea if this is useful?)
After some further testing I was able to get the RAM to run at 3700mhz at 1.45v (this was my first test, so I'll see if I can lower the voltage). I suppose a query I have now is whether 1.45 is safe - I've seen this discussed elsewhere and it seems the general consensus is that it's acceptable, although obviously lower is better. I'll make sure to do some stability testing tonight with Memtest and report the results - if it's stable and 1.45 is acceptable then I'd consider this resolved. Although it's strange it acted the way it did... suppose I'll try 3600 at 1.45, rather than the 1.4 I initially used - sorry for the rambling! :pt1cable:

So after setting it to 3700mhz at 1.45 I tried 3600mhz at 1.45 - it worked (and was actually at 3600, not 3466 this time)! So I did the most logical thing and gradually worked the voltage down... all the way to 1.35v. This was with manual settings, which I'd tried before. It seems stable after running a quick Aida memory test and Memtest for an hour. I have no idea what caused this issue initially but it's now working. I'll leave the thread open in case another issue arises and if anyone wants to leave their input:unsure:.

After some CPU overclocking, resulting in a crash, my settings were reset - low and behold my steps to success previously (getting 3700 stable-ish then working down to 3600) didn't work this time around (after several attempts) and I'm presented with the same 3200/3466 instead of 3600. It varies between a crash and reset or the incorrect speed. A return to 3700 also required a gradual overclock? I had to overclock my CPU before overclocking the RAM otherwise it would crash.
I suppose somewhat amusingly I am able to run 3700 at 1.35. I ran memtest86 at 3700 1.35 and it spat out errors within the hour. I changed it to 1.4 and left it over-night and was greeted to more errors in the morning which makes me presume upping dram voltage isn't a solution?
tldr: 3700 is purpotedly unstable and 3600 is finnicky.
