Ram runs at 1333 in task manager and on user bench mark test. I have xmp enabled as well as set ram to correct speeds.
  1. I tried 2 diffrent sticks of ram in duel channel slot 2-4 1333mhz. The ram works in another pc
  2. I reset the cmos and default bios settetings, still 1333mhz
  3. I put the single slot ram in all posible slots, still 1333mhz
  4. I tried no xmp
  5. I Unplugged and re plugged all my cables
  6. I tested the ram with another computer and windows ram tester
After changing the speed to a different speed the computer boot loops

This motherboard?

https://download.msi.com/archive/mnu_exe/mb/E7C02v1.5.pdf

Verify that I found the applicable User Manual.

Note the Important RAM requirements on physically numbered Page 29:

E.g., that the first installed module needs to be installed in the DIMMA2 slot

Check the other requirements as well.

If that does not work then review the User Manual to double check that all other components are supported, correctly installed, and configured.

i already tried these solutions if you read the post correctly in bullet 1 and 3

With an apparent hard limit of 1333 MHz my thought is that there must be some configuration error of omission or commission.

Especially if the RAM runs at 3200 MHz in other systems.

From the motherboard's User Manual:

" 4x DDR4 memory slots, support up to 64GB*
Supports 1866/ 2133/ 2400/ 2667Mhz (by JEDEC)
Supports 2667/ 2800/ 2933/ 3000/ 3066/ 3200/ 3466 MHz
(by A-XMP OC MODE)
Dual channel memory architecture
Supports non-ECC UDIMM memory
Supports ECC UDIMM memory (non-ECC mode)
* Please refer www.msi.com for more information on compatible memory."

Wondering about XMP configuration: i.e., the stated "A-XMP OC Mode".

Take another look at the RAM speeds and details using CPU-Z.
