[SOLVED] Ram says only 3 out of 4 used even though 4 ram sticks are inserted?

I recently got New Ram for my Alienware Area-51 R2 Desktop I got 32GB x4 ram sticks here's the ram I purchased; G.SKILL Ripjaws V Series 32GB (4 x 8GB) 288-Pin DDR4 SDRAM DDR4 3200 (PC4 25600) Desktop Memory Model F4-3200C16Q-32GVRB - Newegg.com

The installation was no trouble, take the old ram out, stick the new ones in, and I made sure each slot clicked and snapped in tight, when I booted up the PC it prompted me that my ram sticks have changed, and if it was okay to continue or go to the bios, I continued to the desktop, and I went to the Task Manager to check my memory usage, and I noticed that it says I have 24GB even though I paid for 32, but I also noticed that says 3 out of 4 used even though all 4 slots are being used. What's really odd here, I went to check speccy to see if I have the same results there, but it shows that I have 32GB and all 4 slots are being used, so is there a miscommunication somewhere?

That looks like speccy is showing 24GB of ram.
