RAM shows no display

just bought a used ram stick, hynix 12800u 4gb 1600mhz
have another exact one, the problem is when i start the pc up it does not boot up
it works with the old one i had but not with the new one
the fans turn on as if it was on but i get no signal on the monitor, also noticed the mouse does not turn on either,

is there a way to fix it ??

Well there you go. Your board boots with the old stick but not the new differently timed one, unless there's something wrong with the new stick it'd seem to have a compatibility issue with your board. Assuming the new stick isn't broken, there is no fix for that. You can turn your xmp profile off if its on and see if that helps. Otherwise, assuming your board's ram slots all are in working order, you'll need compatible ram for it to boot properly.
Have you tried running it with either stick of ram, to see if it boots? You mention an old pc, so I'm guessing you must have a new or different one. Make sure you placed the ram correctly as well, and that one stick isn't damaged in any way.

You may want to check your mobo manufacturer's qualified vendor list. It may be something as simple as your new board not accepting the kind of ram you have unless the sticks came in a pack. Some boards are quirky, there have been cases where the ram is on the QVL list, but only worked with certain color packs. Try seeing if it will boot with one stick, and if not, providing some details on your sys might be helpful.

no, just not the new one, if i put the old one in it boots fine, but if i put the new one or both the pc starts but i get no signal.
its a dell optiplex 3010 btw with a gtx 970 and a corsair cx500

the seller just refunded me said it was working, but lets me keep it without sending it back, i guess he knew it didnt work, or maybe it does
