Hi......
I overclocked my CPU to 4.8 GHz And when I go to the system properties it shows that its only 3.8 GHz.
I have 8 GB of ram and it says that only 6.23 GB is usable.

Solution
Great! That was going to be my next suggestion.
I think is a bug with Windows 10, memory gets allocated to phantom hardware.

i5-7600k
8gb ddr4
1060 6gb
Msi z270-A Pro

The CPU may be downclocking due to it not being used in order to save power; this occurs even on OC'd systems unless it is specifically turned off. If you do something that uses the CPU, does it clock back up to your OC setting?

The memory numbers makes sense: based on your numbers Windows is using ~1.8GB of RAM at the moment you looked at it, which sounds reasonable.

In CPU-Z it says that its 4.8 ghz

Then that's what it's running at when it needs to.

https://ibb.co/eHQhJo Look at this it also says that the available physical memory is just 3.24, Why would the gpu take 5 gb of the ram ?
And look at the cpu it says its @3.8 ghz

I couldn't find iGPU in the bios. I found an option for windows 10/8 in the bios and I enabled it, it changed something in the virtual memory https://ibb.co/dwqBDo.
My score in Cinebench is (741).

iGPU - Integrated Graphic Processing Unit.
Get into the BIOS and go to the Integrated Graphics Configuration section.
There you could change which graphics device is the primary boot device.
Integrated Graphics Display or PCI-Express Graphics Device.
Also you could change the amount of shared RAM for the Integrated Graphics.

I found it but I had to enable something I dont remember but I think its Multi monitor .... and I made the shared memory at the lowest. That made it worse when I restarted the pc, so the iGPU was already disabled. Now its 5.95 usable memory instead of 6.23.

I made it 5 times before and I tried it again and still nothing.

Reset the BIOS by removing the battery or shorting the CMOS Jumper, to clear any settings that could be causing the issue.
Make sure to turn off your PC and unplug the power cord.
For added safety press the power button for 20 seconds to discharge power from the motherboard.

Place the RAM module on slot A2 slot and see if the RAM amount is correct. Also try slots B2, A1 and B1.

Install the latest BIOS for your motherboard.

https://ibb.co/hAuddo Look at this, maybe it's the cause of the problem.
