Question RAM slot config for x399 quad channel - only half of the RAM usable

First time poster, thanks in advance.

I have an MSI x399 Gaming Pro Carbon AC that came with 32GB (4x8) installed in A2 B2 C2 and D2.

To fill up the remaining 4 slots, I purchased 4 individual 8GB sticks of the same everything (Corsair Ven. DDR 2400 C16).

When I reboot, Windows sees all 64GB installed, but typically only 32GB usable, the rest reserved for hardware.

I've tried unchecking max RAM in advanced boot options, but to no avail.

The usable RAM now fluctuates on reboot from 15.9-47.9 GB, but never 64GB, and mostly 31.9GB

Mostly I'd like to make sure my RAM config is ok with the single sticks of the same RAM in the A1 B1 C1 and D1 slots and the 4x8 kit in the A2 B2 C2 and D2 slots, then I'll try to find out why the BIOS (if that's the case) won't remove such a large hw reserve,
