I have built over 10 computers and repaired many others and can't figure this one out.

So sockets 1,2, and 4 worked as long as only one stick was in. 3 did not work on its own. 3 did not work on its own. And 1/3 and 2/4 did not work when two sticks were installed.

So can we call this a bad motherboard? Or is there a bios setting that needs to be changed?

Thank you ahead of time for your help

I would RMA it for the simple fact the 3rd slot is not working. However, your board may just be finicky, you could try another kit of RAM in slots 2 and 4 and see if that works. My own board doesn't like a 16 GB kit of Crucial, but works well with an 8 GB kit of the same model. I'm seeing a trend with Skylake boards or processors being more picky about RAM than the last couple of generations.

Read the motherboard manual.
Some motherboards require a specific slot to be used if only one stick is installed.

If slot 3 alone is supported, I would conclude you have a slightly defective motherboard and you should return it.

If your two sticks are not from the same kit, all bets are off, they need to be a matched kit usually.

I have tried every combination of slots, with single and dual channel. And it is a matching kit. I am starting to think I need to take this back to micro center. Such a pain.
