Question Ram slots 3,4 working individually but not together

So... my motherboard (MSI z97 gaming 5)
I had a corsair vengence 8gb ddr3 1600 in the ram slot 3 for about a year.
today i got another ram of the same model and put it in the slot 1(as per the 1-3/2-4 slot rule)but computer switches on and switches off ,switches off switches on and goes on.....
I have tried
old ram in 1st slot (doesnt work)
old ram in 2nd slot(doesnt work)
old ram in 3rd slot(works fine)
old ram in 4th slot(works fine)
new ram functions the same as above in their respective slots...
so according my observation only the ram slot 3 and 4 seem to work
I install the old ram and the new ram in the 3rd and 4th slot
:(:( pc switches on switches off and keeps on going about it...

Memory is guaranteed in the form sold. Use of identical, exact match, same thing may give you a better chance of working together over the use of random modules, but have no guarantee to be compatible together.

Combining multiple modules sold as Singles may cause the memory to be no longer able to operate at rated specifications. You might get it working by running at a slower clock speed.

Memory modules sold as Singles are not guaranteed to be compatible in any configuration other than as a Single module.
