RAM slowing down significantly.

So i got a new laptop with a 1060 Max Q, an i5-7300HQ and 8gb of ddr4 2400 ram and it all runs great when plugged in but when i unplug it, my fps drops massively from 120 to 15, and i noticed that my ram is throttling from 4000MHz to 800MHz. (NOTE I'm using Benchmark Valley to test my GPU so I'm pretty sure it's the video card's RAM that is throttling and i also have my CPU set to run at 100% when on battery.) Any reason why this would happen?
 
Solution
Dropping to 0.8GHz while in game does indeed seem too far for throttling off of the battery.

- In addition to power options, another power feature in Windows 10 with the Fall update is Power slider. I believe if it is installed it is found by clicking on your power icon in your system tray (bottom right corner of taskbar). If there is a slider, see if it is set all the way to the right.

- Try using Intel Extreme tuning utility to turn off Turboboost. You can also use it to undervolt the graphics card or the CPU if you're feeling adventurous.

- There is a program called Throttlestop designed to try to seek out and correct various forms of throttling. This should not be used at the same time as XTU.

I haven't yet but I'll do so now, and could there not be throtting because the CPU is different and better?
 


Okay I'm running Dell's system check to see if it can find the problem, thanks for helping.
Also I read somewhere, I forget where, that maybe it is a power saving feature that's locked in BIOs

 
Sounds like an issue with either Windows or BIOS power savings features. Try running the benchmark with the laptop hooked up to the charger to see if you get better performance when it is wired up. The laptop running in high performance mode on the battery power it could have dramatic impact on battery life so most laptops run slower when on battery power.
 


Yeah I figured it would run slower on battery but not this much slower, I also confirmed it's the CPU throttling as when it's plugged in it turbos to 3GHz and gets a score of around 470 to 480 on Cinebench but when on battery it will go to 2.5GHz and sometimes drop down to 0.8 and gets scores around 350 to 370 on Cinebench. I have my power options set to high performance and have the advanced power options set to have the CPU run at 100%. If you know of any other way besides this to stop throttling I would greatly appreciate it. Thank you.
