Question RAM Speed vs FPS

Noob question:

1. In Assassin's Creed Origins benchmark (ultra) cpu 4770k with ~90% usage + ram1600 = fps drops to ~52 at some point in the benchmark and stays like that for ~10 seconds
2. if i change ram frequency to 2400 = 62+ fps (never below 60)

Gpu=gtx 1080

In both cases cpu usage is almost the same so why do i get more fps (what happens exactly ?!)
