ram sticks speed capped at 2133mhz

iv'e had problems with my pcs speed when trying to run a game, the fps has not been what it should be and also the CPU speed was also at 2 GHz with a 3.8 GHz CPU. is there a cause to all of this and is there a way to fix these issues that i am having with my computer. also i was planning on upgrading my ram as i only have 8gb 3200mhz but that also has been capped at 2133mhz so i was wondering if it would have an impact on my PC if i added a 3200mhz ram stick (same model) to my 2133mhz ram, i've had problems with ram before so i'm just being cautious

rog strix 1080 8gb
3200mhz corsair 2x4 ram
ryzen 7 1700x
950evo ssd
1tb hard drive

There should be an option in your bios that is something like XMP, most ram does not run at specified speed unless you enable the option for it.
