RAM Underperforming why?

Because it's running at the default 2133 speeds not the 3000 it's rated for. You need to change the ram speed in bios.

When I change it it's bad for pc or its just an option that I can change if I want?

It's an option you should change. Not only will the ram perform better but so will the CPU due to the way Ryzens infinity fabric works.

Thank you so much, i fixed it and I always thought that my cpu was never giving is best and now I confirmed my idea with your answer when you said that it always improve RAM and the performance of cpu, something I noticed after change it right now is that pc is doing a little more noise. Probably because I changed it?
