Question RAM upgrade causing LOW cpu utilisation

Couple hdds and a 250 ssd
(2x4gb) 1333 MHz Kingston ddr3 ram
(2x4gb) 1600MHz Hynix ddr3 ram
MSI B85-G41 PC mate motherboard


So, originally had the Kingston ram in dual channel all setup nicely. Found a cheap eBay deal for the 1600 and thought I would try underclocking. I managed to get them working together, changed the timings to the slower 11-11-11-28 timing of the hynix; the Kingston originally runs at 9-9-9-24. Underclocked it to 1333 MHz and off I went all happy.

As a note- it recognized the extra 8 gb, and was utilizing the 16 gb of ram effectively, which is why i was baffled as to why it had messed up the cpu if the ram was running fine.

Tried to play a game realised I was getting much less FPS. I noticed the speed of my cpu was running much lower, around 1 ghz instead of the base 3.5, and only around 30% utilisation. When I removed the extra ram and reset settings it worked as usual. Any ideas? Thanks in advance <3
