Ram upgrade for Dell XPS 8700 with i7 4790: Ripjaw vs HyperX

Recently purchased a Dell XPS 8700 with 4th Generation Intel(R) Core(TM) i7-4790 processor (8M Cache, up to 4.00 GHz)
I want to purchased 2 x 8GB ram to fill in the 2 remaining slots.
The first set of slots has 8GB Dual Channel DDR3 1600MHz (4GBx2)

I contacted Dell support on 2 different occasions they are clueless they just keep saying 1600 MHz is all the system will handle but Crucial and Kingston both list a faster 1866 MHz RAM

My question is faster RAM better 1866MHz or 1600MHz with lower (CAS) latency ?
Will I notice any difference ? I was considering the below 2 options and need help deciding. Price is very close for the 2

Have you considered 'Crucial Memory modules' SDRAM DDR3 at 1866 MHZ speed with a CAS level of 13? I also have a
Dell XPS 8700 which came stock off the shelf with 12 GB of SDRAM DDR3 at 1600 MHZ speed and no mSATA SSD as cache.
The first thing I did was modify the entire computer to suit my needs. You may not want to do this as it will violate your warranty.
So what!! What you want is a computer that will meet your needs. I installed an mSATA 512 GB SSD M550 in the intended slot on
the motherboard, got rid of the stock 1TB disk driven HDD and installed 32 GB of SDRAM DDR3 1866 MHZ with a CAS level
of 13 made by Crucial. In addition I also installed a crucial CT1024 M550 2.5 form factor SSD as additional storage. My advice to
you is if you want a decent i7-4790, pay the price and be happy.

What is the model # of these 1866/13 sticks of DRAM? Those would be extremely slow performance wise. Be much better off with 1600/9 or even 1600/10, even 1333/9 would be better.

I just maxed out my RAM on DELL XPS 8700 32GB with two Kingston HyperX HX318C10FBK2/16 kits and confirmed both in BIOS/CPU-Z they're running @ 1866

FYI my system became pretty unstable after 32GB RAM upgrade several different kernel BSD's...ran memtest86 overnight no errors...not sure if it is a compatibility issue with Z87 or what. I just installed Intel XTU and dropped back down to 1600 & CL11 will see how she goes.
