Why 1 GB is usable ?? This mean when system need he use this ?? or i must tell him t use ??

what is hardware reserved why system save 1GB for what ?? is any option to switch off this??
I google to find answer for that and there was option to use msconfing but when i change to maximum after reset numbers back to 0.
