Question RAM usage drops causing fps drop

Days ago I noticed that my ram memory usage suddenly drops causing an fps drop (9GB drops to 8GB and fps drops to 40/30), I appreciate any help.

GPU: rx 5700 xt
CPU: Ryzen 5 3600
RAM: 16GB
MB: Asus b350m-e
PSU: 600w 80 plus

does the os see all 16GB?
software/app use as much ram as it need.
