Ram usage meets maximum capacity but task manager only shows 2GB used

Hello,

As mentioned in the title, I have an odd memory question that I can't seem to find through a google search. Start today, I have had multiple warning messages stating to close programs so I don't lose information because my ram is reaching capacity. I immediately open task manager to only find 1.4GB of memory used, thus prompting me to check my system to see what it says the total size of the memory is (supposed to be 16GB, shows 16GB.) is there a way to check where the memory is actually all be used, or is it a memory is and although it shows the 16GB, the system is not seeing/using it. Also as a side note, and for further information, all the Swap memory is being used as well. This is the first day of the issue, multiple restarts and shutdowns only resolve the issue fore about 10 minutes, then the system locks up again. Also no new software has been installed recently.

System specs are:
CPU = Intel 4790k clocked at 4.0 GHz
Ram = 1600 Mhz 16GB (unknown manufacturer)
hard Drives = 1 200GB Intel SSD, 1 1TB Seagate SSD/HHD combo, 1 1TB Seagate HDD, and 1 250 GB Intel SSD.
Graphics = Nvidia GTX 970 (current drivers)
