Ram usage not even close to being utilized max 8GB of 32GB, HELP!?

Specs of PC: 5820k, CORSA​IR Veng​eance LPX 32GB (4 x 8GB) DDR4 2400, MSI X99A SLI PLUS X99 USB 3.1, MSi gaming 6gb 980ti, Kingston 250gb SSD (windows 10 pro 64 bit installed on, also GTA V), Samsung SM951 256GB(brand new used for increased pagefile so far), 2TB WD green/red?, 2TB WD Black(new).
I have OC Genie turned on - no clue what its clocking things at.

I rarely see my ram usage go over 8.5gb while i have itunes, chrome, and GTA V running. My page file seems to be maxing out (got it up to 12,500 mb according to MSI afterburner while in GTA V) but ram was only at 8.5gb. Also programs like Adobe photoshop max out ram usage at 4.5GB (according to Taskmanager, also i edited adobe's scratch and Ram usage settings). I run everything as Admin, no clue why nothing uses more ram.

Only thing i get to use more ram is Daz3d with multiple people and clothes - but that crashes do too prolonged 100% cpu usage.

I've also tested the ram with the decimal/ prime thing?- up to 25GB of ram.

Any ideas as to why RAM wont be used before pagefile? Also is my dreams of buying another 32GB of ram dumb and/or wont increase ram usage?

With 32GB RAM, your page file in Windows should be set to a low fixed number (1024K or something). Does photoshop show up in task manager as "*32"? If so then it is a 32 bit program and won't use more than 4GB. Same may be the case for the other programs. My iTunes is 32 bit.
It doesn't write to the pagefil because the pagefile is only needed when you don't have enough RAM. I would set it back to system managed size and leave it alone. Improper pagefil settings can cause problems. It appears you have far RAM more than you actually need or are able to use. Most people can get by with 8 GB's or less, and even using more demanding editing or CAD programs rarely use more than 16.

I wouldn't worry that you aren't experiencing super high RAM usage. As long as your computer detects the 32GB of ram you have installed, that is fine. It just means that your computer can potentially use the full 32GB of RAM, but in its normal operations it doesn't need anywhere near that much. In most non-benchmarking situations you'll probably not use anywhere close to it.

I've got 16GB of RAM in my PC but I don't think I've ever seen it go beyond 10GB of usage.

P.S. Don't buy more RAM, if you're hitting 25GB in Prime95 or something like that then there is absolutely no need for another 32GB of RAM.
