RAM usage Vista

I'm using Vista Home Premium 64 bit version and I have 4 gb of RAM. The task manager says that my RAM usage stays at about 1.45 gb. It also says my cached memory is about 2 gb and free about 800 mb. It's also important to note that this is on a clean boot(only essential services) with nothing open or running and just sitting at the desktop. I have not really noticed any performence problems but is this normal memory behavior?
It's better to have RAM actually being put to use rather than sitting idle. There's no point in having 4GB+ of RAM if your system only ever uses 2. As long as you're not seeing any performace issues... then you will be just fine.
