Ram voltage recomendation

Go for it. For around 200mhz, you should not need too much voltage. You will have to mess around with your memory timings to get a stable overclock. Make sure you test it with memtest.

As for the voltage, 1.350 is already pretty high. I think the limit for ddr4 is around 1.4v for 24/7 usage. Try starting at 1.35

Ask yourself. I would do it for fun. ;)
Although, there won't be much gain.

if yes than what voltage is safe?
Most use 1.35v but you're good up to 1.4v. Increase System agent/VCCSA too. Helps when OCing RAM.
If you crash, increase voltage or go back to 3000. You could try messing with the timings but it's not worth going changing them for a low boost.
